California SB 1215 — Covered Battery-Embedded Products

SB 1215 expanded California’s Covered Electronic Waste Recycling Program to include covered battery-embedded products (CBEPs), generally products containing a battery that is not designed to be easily removed by the user with common household tools. Consumers began paying the CBEP recycling fee January 1, 2026, and CalRecycle began accepting payment claims for eligible CBEP waste April 1, 2026. Beginning August 1, 2026, CalRecycle has authority to adjust the CBEP recycling fee annually.
Why it matters: The program directly affects electronics manufacturers, retailers, collectors, and recyclers. It also addresses a major waste-management concern: batteries entering conventional waste streams and contributing to fires and worker-safety risks.
Current status: CalRecycle is also pursuing emergency regulations to readopt and revise SB 1215 implementation rules, including net-cost reporting, bundled products, wireless devices, fee application, and payment-rate considerations.
