H.R. 2998 — Secure E-Waste Export and Recycling Act

H.R. 2998 would establish controls on exports and reexports of electronic waste. The bill is intended in part to prevent discarded electronics and components from becoming sources of counterfeit goods that can reenter U.S. military and civilian electronics supply chains. The proposal includes exporter registration, electronic export information, consignee documentation, and requirements addressing the receiving facility’s permits, resources, and competence for qualifying exempted exports.
Why it matters: Tighter export controls could increase the importance of responsible domestic recycling, documented downstream management, traceability, and verified receiving facilities.
Current status: Introduced April 24, 2025 and referred to the House Committee on Foreign Affairs. Congress.gov currently lists the measure at the Introduced stage.
